Something like this really happened, but it was Command Module Pilot Jack Swigert, not Jim Lovell, and the conversation happened before the oxygen leak. Swigert had been a member of the backup crew and he only joined the prime crew a few days before so he had expected to be on Earth on tax day. Anyway, Mission Control was talking to them about what was going on in the country and asked if they had completed their income tax, and Lovell jokingly asked how to apply for an extension. The guy at Mission Control laughed, but Swigert said this was not funny and that he really did need an extension because he hadn’t gotten his taxes filed. He said he might be spending time in a quarantine other than the one NASA had planned for him (NASA was going to put them in a medical quarantine after the mission, so Swigert was joking that he might also be imprisoned for not filing his taxes). Then a little later, Mission Control said he didn’t have to worry because he was out of the country and the law said people who are out of the country get a 60-day extension on filing their taxes.
